Reporting health hazards of tobacco use
Article Abstract:
A national office on smoking was first established in 1978 as a part of the Office of the Assistant Secretary for Health; it became part of the Centers for Disease Control (CDC) in 1986. Although CDC headquarters are in Atlanta, Georgia, the office on smoking and health is located in Washington, D.C. Its aim, in concert with the overall goal of the CDC, is the prevention of chronic lung disease. Major activities involve maintenance of a database on smoking and health, accessible to the public through DIALOG Information Services, Inc., and an informational program targeted for young people and people who would like to stop smoking. An epidemiological focus was added in the form of a research staff who has been analyzing data on tobacco use. Several publications have already appeared and future topics include an analysis of smoking cessation and teenage tobacco use. New efforts to keep adolescents tobacco-free
Article Abstract:
Anti-tobacco activists recently formed the Center for Tobacco-Free Kids, which will work closely with other organizations to prevent teenagers from smoking. Only 25% of Americans smoke, but the number of teenagers who start smoking is rising. The number of junior high school students who try cigarettes has increased about 30% since 1991 and the number of high school students who do so has increased 20% since 1992. Three million teenagers smoke and one million use chewing tobacco. A federal law would require states to develop effective programs to stop the sale of tobacco to minors or lose federal funding. The FDA has also proposed such programs, which Congress has criticized. But two reports document the huge amounts of money legislators have received from the tobacco industry. In 1995, legislators received $4 million from the tobacco industry, more than twice what they received in 1993. Seven states are suing the tobacco industry to recover the cost of Medicaid payments for tobacco-related illnesses.

FDA timetable set for reducing use of tobacco by children and adolescents

As of the end of Feb, 1997, all retail stores that sell tobacco products must ask teenagers to prove their age before selling them tobacco. All 50 states in the US have laws banning the sale of tobacco to people younger than 18. Beginning August 28, 1997, the FDA will restrict the advertising of tobacco products, which costs the tobacco industry about $6 billion a year. Opponents say this violates the industry's First Amendment rights, but the ban only affects ads seen by teenagers. Another objection is that tobacco is not a medical product, but the FDA counters that tobacco use causes substantial illness.
