A large group of physicians rallied for tort reform in Washington D.C. during 1995, and legislators spoke to them on both sides of the issue. Rep Newt Gingrich (R) aims to create a more market-oriented health care system with lower costs and more choices. Rep Pete Stark (D) believes that Congress may have to make it unlawful not to treat Seniors if $400 billion is cut to relieve the federal budget.
