Article Abstract:
Successful health and safety regulations in the workplace are being compromised by a lack of leadership from company director who are often too busy to devote the required time to such a complex subject and who also have limited funds to spend. Better systems could be established by encouraging lower levels of management to develop structured health and safety programmes for workers.

Issues are presented concerning the changes in responsibility for health and safety which occur when a business is partially or fully sold or acquired. A case study conducted in one plant of a multi-plant enterprise is discussed.

Sony Corp.'s plant at Pencoed, Wales, won the 1998 RoSPA Electronics Industry Sector Award for Occupational Safety. The safety policy of the Pencoed plant reflects the strong managerial commitment to safety. It includes target setting, thorough training, and good communication systems. Managers make a thorough investigation of all safety incidents and they convene frequent, but short, meetings to discuss safety issues. The emphasis is on improving performance rather than finding a culprit.
