States lead the way with new standards

The federal government is taking forever to come up with regulations regarding occupational hazards and the states can no longer wait. California, Washington and Maryland already have definite rules regarding environmental tobacco smoke while the Occupational Safety and Health Association (OSHA) has spent six years, in vain, trying to come up with its own ruling. Also, California is already implementing its own final ruling on ergonomics while the OSHA has, again, spent years muddling but still has nothing to show for it.

Can OSHA survive this tug-of-war?
Article Abstract:
The disagreement between the House and the Senate over the annual budget of the Occupational Safety and Health Administration (OSHA) is causing anxiety among the agency's officials and employees. The entire agency is particularly worried over the reduction in the agency's budget, as contained in the appropriations bill approved by the House. To cope with the budget cut, the OSHA has only two alternatives, namely, furloughs or forced days off without pay and reduction-in-force or massive layoffs of employees.

State and local employees unprotected
Article Abstract:
Health and safety protection should be available for all workers, but in almost half the country's states public employees have no such protection. In 2000 two bills have been proposed which will cover all employees from specific risks.
