Republicans in Congress propose block grants to states instead of federal participation in Medicaid and welfare, and state legislators want the grants but not the rules on providing services. Speakers at the 1995 National Conference of State Legislatures demanded flexibility to change benefits. Pres Clinton, who spoke to the delegates via satellite, warned that federal budget cuts may leave states accountable for more services and expenditures.

Minn. may close Medicaid loophole for nursing homes

The state of Minnesota is considering a bill that would close a Medicaid loophole for the elderly. The loophole has allowed senior citizens to use Medicaid coverage for costly nursing home care. The bill's proponents claim that public funds have been misused to subsidized nursing home care for many elderly individuals. The Minnesota Department of Human Services estimates that the bill would reduce the state's Medicaid costs by $10 mil in 1998.
