Streamlining Medicaid waivers is no easy task
Article Abstract:
Pres Clinton has ordered the Department of Health and Human Services to simplify the process of issuing Medicaid waivers to state governments so they can implement health care reform plans. For example, the department may now ask states for additional application information only once. In addition, the Health Care Financing Administration has been requested to find elements of successful state programs that could be approved immediately. However, lack of federal funds and extant federal laws may limit extensive state health care reform, including taxation of providers.

For-profit plans called on to provide indigent care
Article Abstract:
Attendees at the 1996 annual meeting of the American Medical Association called on all health care providers including for-profit companies to provide health care services for the uninsured poor. Delegates called for the AMA to require that for-profit managed care companies provide a measure of pro bono services to people who would not otherwise be able to afford them. The AMA stopped short of instituting such a requirment, passing a series of measures designed to encourage providers to contribute to community health needs.

States trying managed care now, rather than waiting for reform
Article Abstract:
Managed care plans are offered to Medicaid recipients in 36 states, and others plan to institute plans instead of waiting for a federal program to materialize. State managed care plans include prepaid health plans, health maintenance organizations (HMOs) and primary care case management (PCCM). Although HMOs grew rapidly in the past decade, PCCM programs appear to offer the greatest promise, even for rural areas.
