Union airs charges against Kaiser before House panel
Article Abstract:
The Los Angeles chapter of the Service Employees International Union, representing more than 30,000 employees of Kaiser Foundation Health Plan Inc, testified at a House of Representatives subcommittee hearing that the company failed to provide emergency room services to non-member and indigent patients and provided only 2.9% of its services to Medi-Cal patients. However, a Kaiser executives countered that the system provided services for 88,000 nonmembers in California in 1992. However, Kaiser conceded that it did not keep track of which nonmembers were indigent and which refused to pay for other reasons.

Future quality role of state boards called into question
Article Abstract:
Physician Payment Review Commission Dir Paul B. Ginsberg believes that the importance of physician licensure is declining, but Federation of State Medical Boards VP James R. Winn disagrees. Ginsberg argues that licensure has increasingly less affect on quality of care because of factors such as the expanding role of insurers. Winn argued, on the other hand, that physician licensure is increasing in importance, partly because of the proliferation of medical schools in the US, the Caribbean and in Mexico.
