Will Competition Plans Change Insurer-Provider Relationships?
Article Abstract:
Cost containment and health care reforms encourage and direct health insurance providers to lower their costs and become more competitive. The structure of the health insurance industry currently does not provide incentives for cutting costs. Physicians, hospitals, and other health care providers do not bear any financial consequences for their resource allocation or service decisions. A reduction in employer tax subsidy and mandating fixed employer contributions for employee health insurance coverage is not expected to stimulate participation in alternate means of health financing such as HMOs. Instead employees are likely to purchase additional supplemental private insurance.
