Designing a Computerised Personnel Information System: The Benefits of Involving the Users
Article Abstract:
Tetley Walker, a trading company of Allied Breweries, decided to convert its manual payroll and personnel record system to a computerized system. More flexibility than could be achieved with an existing software program was sought, so a new system was designed with the help of user input. A design system called ETHIC (Effective Technical and Human Implementation of Computer-Based Systems) was used. ETHICS takes into account social and organizational structure and seeks to improve job satisfaction. Thus, both business and objectives were established at the start. Extensive user input resulted in the successful implementation of a system which closely addresses the needs of the company. The only drawback was that the process of gathering user input was extremely time consuming.

The management of personnel should be a responsibility of both managers who manage people and personnel specialists. The challenge for personnel managers is to make the management of human resources a vital part of corporate strategy. To do this, an understanding and commitment to human resources must be fostered among top management. Personnel issues should no longer be seen as peripheral, but as part of the core of the organization. This new approach will build human resource management into corporatge strategy and business success. The business of personnel is the business. The personnel function should have the responsibility and the authority for the contributions of human resources to the performance and profitability of a company.

Project management techniques should encompass theory based on practical situations, focus on problem analysis and report preparation, and develop quality recommendations for action. The problem with the outsider approach relates to the quantity of available time.
