Getting the measure of management competence
Article Abstract:
Competency-based assessment identifies sets of managerial behavior competencies, delineates "criterion-related" performance factors, and establishes "competency" as the reference point for personnel management strategy. The drawback to competency-based assessment, which is supported in Britain by the Management Charter Group, is that it offers only a partial view of managerial behavior and performance. Other problems include: an unreliable connection between performance indicators and actual performance; lack of appreciation of the developmental possibilities of the performance evaluation itself; and serious doubts about the effectiveness of the assessment rating process.

The British Civil Service seeks to improve the planning, control, and accountability of efficiency-related assignment work in its internal consultancy and management service employees. The basis of assignment work is the delineation of a planned framework and the identification of work necessitated by each segment of the framework. Essential to the successful completion of an assignment are planning; an organized approach to the task; and structured data collection and analysis.
