It emphasizes the need for public and private organizations to work with the government and individuals to address the main causes of mortality: mental illness, cancer, accidents and heart disease and stroke. Ill health cost UK businesses 12 billion pounds sterling in 1996, equal to 187 million sick days. The government is anxious to improve the health of the nation through a policy of better working conditions. Minister for Public Health Tessa Jowell believes the underlying causes of ill health can be improved, reducing unnecessary deaths and improving living standards for the nation. A fund of 34 million pounds sterling has been earmarked for the establishment and running of 10 Health Action Zones up to the year 2000.

The UK government is seeking to reduce the financial costs incurred through poor health and safety provision by ensuring the implementation of safety measures designed to reduce ill health and serious accidents in the work place. The UK national output falls by up to 16 billion pounds sterling per year due to poor standards of health and safety, while employers incurr costs of up to 9 billion pounds sterling. Up to 300 people are killed in the UK each year as a direct result of a workplace injury.
