The probable shortage in the 1990s of prospective workers possessing basic skills will create a rush among organizations to hire the most qualified candidates. HR professionals can differentiate their companies to attract and retain the best qualified people by following steps that include identifying the best applicants, linking their company to the sources of the best people, and using employees more effectively. Companies should market themselves as good employers. This market-oriented approach will allow firms to achieve a successfully staffed organization.

Employee referrals are an excellent way to attract new, quality employees without the expense of advertising and employment agencies. An employee referral program should have a clear goal; planned multi-staged schedules; and attention-getting copy and graphics. A referral program will not work out well if there is low employee morale. A good referral program will have eligibility rules, clear program parameters, and a straightforward procedure. The program will be designed to grab and hold employee attention.
