Article Abstract:
John Steele was appointed British Telecommunications PLC's UK division personnel director in May 1989. Current demographic changes and the single European market of 1992 indicate potential skill shortages as foreign employers recruit in Britain and young people express a willingness to work abroad. Steele believes these challenges will be met by tapping non-traditional sources of labor, particularly women. Steele believes that it is imperative for personnel to be involved in both the operations and strategic planning sectors of business, and sees the primary issues confronting him as skill development; remuneration; and management development.

Article Abstract:
The Inner London Education Authority, which employes 90,000 staff, will cease to exist on April 1, 1991 when the 12 inner London boroughs and the City of London assume responsibility for education. There are three main processes in the transfer of staff to local authority: a statutory transfer order, under which staff retain their present conditions of service; block recruitment, in which a borough offers groups of staff employment on borough dictated terms; and individual recruitment, applying mainly to senior and specialized staff, of whom individual boroughs will require few.

Dennis Madden (Group Personnel Director, John Laing)
Article Abstract:
John Laing Construction LTD employs 5,800 salaried and 5,000 hourly employees. The new personnel director is Dennis Madden, who joined the company in 1970, and has held a variety of positions with the organization. Madden sees his role of personnel director as one of providing trained personnel who can meet operational requirements, and he believes personnel policy must take the company's business strategy into account.
