Article Abstract:
The European Community Commission's proposed draft directive concerning physical agents covers the hazards of non-ionising electromagnetic radiation, noise, optical radiation and vibration. Health surveillance requirements are given a higher status than those required under the 1986 noise directive. A large number of ceiling, action and threshold levels would be introduced under the proposed directive. The UK Health & Safety Commission believes the proposal is unnecessary and involves high implementation costs.

A report issued by the European Agency indicates that the business cost of work-related injuries in the European Union is rising. The rising cost of injuries makes occupational safety and health regulations less expensive for large and medium size businesses.
