Article Abstract:
John Hougham, the lead negotiator for the Ford Motors of Britain, has a job that has attracted much media attention. To cope with competition from Japan, Ford Motor Co. has undergone many changes in recent years, such as cuts in the workforce and new work practices. As a result, significant progress has been made in productivity and in cost reduction. Hougham's accomplishments during Ford's negotiations with its hourly work force include a reduction in hourly paid job titles and organizational restructuring (from two management structures to one). The company, however, has some recruitment concerns, especially in the area of mid-management and recruiting of women. Hougham has a strong interest in foreign industrial relations and in motivation of shop floor and office workers.

Article Abstract:
John Thackway, general manager of group personnel at Midland Bank in Great Britain, is profiled. His Essex boyhood, Oxford education and prior jobs with British Rail and the British Navy are discussed. Thackway has developed a reputation for innovation, especially in employee recruitment. When selecting personnel officers for Midland Bank, Thackway looks for imagination. Thackway's long-term objectives at Midland include: assessing the value of the personnel function at the bank and revising personnel procedures to be more effective, and improving the management development programs in effect at the bank. Thackway also supports a plan to require all managers to work for one or two years in the personnel department as part of their managerial training.

Man of the moment: Brian McAndrew

Approximately 200 British personnel directors will attend the annual conference of the Society of Chief Personnel Officers in Local Government, with the keynote speech delivered by Brian McAndrew, the organization's president and the deputy chief executive of the City of Bradford Metropolitan Council. It is estimated that there are two and one-half million civil servants in Great Britain, and that the salaries for this group of workers represent 70 percent of total government allocations.
