Article Abstract:
The human resources department of TSB Retail Banking and Insurance has created policies to redefine its personnel training and development strategies. Under the revised system, managers are guided to be active learners and developers of others. This marks a shift from the traditional learning approaches that only promote dependence and passivity to training techniques that involve continuous and self-managed learning through daily work experiences. This new direction supports the company's move to reorganize and downsize as necessitated by the economic recession and the significant increase in competition in financial services. Initiatives are devised to help managers understand through experience. These include a revised training and development policy, strategy and structure; a continuous learning package; a directory of learning resources; a development framework and performance management.

Trip to Japan: a synergistic approach to managing human resources
Article Abstract:
A large Japanese firm is studied to see if Japanese management methods can be applied to companies in the United Kingdom. There are many cultural differences between Japan and Great Britain; the Japanese emphasize conformity and collective efforts, while the United Kingdom stresses individualism and awareness of differences. However, there are practices that are relevant to all well-managed companies: young people entering the work force are very well educated; employees share responsibility for meeting production goals and are seen as a company asset, rather than as a cost. Managing healthcare in Northern Ireland
Article Abstract:
A number of health agencies have been created by the Department of Health and Social Services to plan, manage, and deliver health and personal social services in Northern Ireland. Four health boards act as agents for the department in seeing to the health-related needs of the people in their assigned areas. With a workforce exceeding 62,000 and a 1991-92 budget of 1,160 million pounds sterling, the Health and Personal Social Services (HPSS) is more than able to carry out its duty of ensuring the efficient provision of top-quality health and social services in a way that reflects government policy. A close working relationship between the Health Department, the HPSS, and the various health agencies make healthcare delivery in Northern Ireland unique.
