Medicare in the 21st century
Article Abstract:
This discussion of Medicare highlights potential areas of reform as spending under the program rose dramatically due to utilization and rising costs. Among the major reforms would be a premium support system, which would shift more costs to the beneficiary while encouraging private plans to limit costs. One problem faced by the program is that many of the elderly and disabled persons covered by Medicare suffer from chronic, acute conditions that continue over many years. Risks are not spread evenly among those covered by Medicare. Reforms are sought as the Baby Boom generation begins to reach standard retirement age of 65 in 2010.

Issues surrounding the proposed use of health benefit 'vouchers' or 'defined contributions' instead of employer-sponsored group plans are discussed. The benefits of such a model and the obstacles to reform are examined.
