Developing human resources policies and documenting them in a handbook involve the following procedures: defining the company's needs; stating the company's human resources values; determining the company's approach to human resources procedure and policy; preparing a detailed plan for developing the human resources policies; determining the format for documenting the policies; communicating and implementing the policies to the company; monitoring the effectiveness of the policy statements; and updating the policy documentation, as needed. Each of these procedural steps is discussed in detail. The employee manual is a tool for implementing an organization's employee policies; it is not the policy itself.

Negotiating: master the possibilities
Article Abstract:
Negotiation, like other management skills, requires preparation, action, and follow-up. Analysis of the situation and establishment of organizational goals should be accomplished in the preparation phase. The issues of importance to the opposition should also be identified. The action phase involves the transformation of ideas into reality. Communication and coalition-building skills are important in the action phase. The follow-up phase involves determining whether the original goals have been met. The impetuous, adversarial negotiating style currently popular in business should be replaced by a more methodical approach that stresses mutually beneficial agreements.
