Article Abstract:
A joint training project operated by the Agricultural Training Board (ATB) in conjunction with two local Training and Enterprise Councils (TECs) has proven that industrial training organizations (ITOs) can indeed work alongside TECs in providing training programs to those who need it. A key reason for the success of this particular collaborative project was the ATB's ability to draw employment training and youth training funds from the two local TECs. The ATB's training project, known as 'Hortiploy,' involved the hiring of 25 unemployed people for its garden centers for a period of six to eight months until they received the qualification needed for permanent employment with the ATB. The success of the 'Hortiploy' project, however, is an exception to the rule since ITOs and TECs are rarely able to work together, mainly because of the atmosphere of mistrust that has long divided the two competing sectors.

Launch of the first TECs hangs in the balance as bureaucrats drag their feet on approvals
Article Abstract:
The UK National Training Task Force has not yet approved the corporate plans of the first 13 Training and Enterprise Councils (TECs) as of six weeks before their April 1990 start-up date. TECs were designed to encourage private industry participation in government training and enterprise schemes by allowing the schemes to be run locally. The Training Agency currently has proposals from 82 prospective TECs, but observers are worried that the TECs might structure themselves to raise income to construct local employer networks. The government has allowed TEC's greater flexibility to use money for people who are not long-term unemployed, which is opposed by business interests and local authorities who argue that TECs should be limited to their role as purchasing and contracting bodies stimulating greater investment in training rather than managing agents services.
