Personnel management in Belgium: the rule of pragmatism in a diverse culture
Article Abstract:
The practice of personnel management in Belgium lacks uniformity given the absence of any leading school of management theory and the country's diverse cultures. In some firms, human resources management is still limited to administrative responsibilities while in other companies, the full spectrum of personnel management functions commonly practiced in modern organizations are performed. What is particularly notable about Belgian management is its no-nonsense style. The country's managers are predominantly pragmatic, remaining unaffected by shifts in management views and theories and concentrating on the operational value of personnel management systems. One of the challenges facing Belgian human resources managers is the country's tax rates which can reach up to 55%. High taxation makes it imperative for personnel managers to continually seek ways of introducing tax-friendly employee benefits and more appealing wage increases.

Personnel management in Greece: the Spartan profession
Article Abstract:
The development of the personnel management profession in Greece is still in its early stages. The number of practising personnel managers in the country is only about 300 according to the Greek Personnel Managers' Assn. Given the nature of Greek business, the growth of the profession is expected to remain slow. Most Greek businesses are small, with more than 400,000 having staff of four or less. Creating a personnel manager position for most of these firms is not a viable proposition. The profession has little chance to flourish even in the largest of Greek companies wherein it is typical for the boss to make all personnel decisions. Those who do hold the title of personnel supervisor or personnel officer may not necessarily be working towards the development of human resources, but may just be responsible for personnel records and routine functions. Personnel issues and key employment facts about Greece are discussed.
