Positive action in the Civil Service
Article Abstract:
Most black and Asian employees of the UK's Civil Service Commission are concentrated in the lowest administrative levels. Even though members of these minority groups account for 4.7% of the Service's 450,000-strong workforce, less than 2% of them have risen above the level of executive officer. No employee of African or Asian descent has ever made it as permanent secretary. Mindful of the situation, the Civil Service College has implemented an affirmative action training program especially for ethnic minority managers in 1990. The training course covered such issues as management development, personnel development and racial discrimination. The program has been a huge success, as shown by its high rating by participants and its over-subscription. Nonetheless, several criticisms have been directed against the program. Some say that program serves to patronize and stigmatize its participants.

Gillian Shephard: Secretary of State for Employment
Article Abstract:
Gillian Shephard's appointment as head of the UK's Secretary of State for Employment comes at a period of increasing unemployment and decreasing budgets. However, she is determined to pursue other issues which she thinks are more pressing than those mentioned. Shephard, who unlike most politicians entered politics at a later age and is praised for her personality, is a Conservative whose labor policies are mere reflections of the government's. For instance, her beliefs on the concept of subsidiarity and a talking-shop notion of Europe and her stand on such issues as the status of part-timers and pregnant employees are all representations of the attitude of the government. On other areas, she discussed the provisions of the Employment Bill which focuses on individual trade union members. The secretary intends to work closely with the Department of Education.

Roger Poole: national officer, NUPE
Article Abstract:
National Union of Public Employees national officer Roger Poole believes that his background as a laborer and his earlier experiences with trade unions educated him about industrial relations and was instrumental in forming his opinion of what the trade union movement needs to do in the future. Poole, chief negotiator in the ambulance strike, learned that good managers behave reasonably in union negotiations even when they are in a position of strength because they may not always be in that position. Poole also learned never to underestimate the abilities of his own union membership as they are often able to do many things for themselves. Poole believes that trade unions need to eliminate the tough facade it maintains in negotiations and should assume a more conciliatory and cooperative posture with management.
