Article Abstract:
Deteriorating buildings, underfunding and a lack of fire safety standards all contribute to safety problems with UK schools. Structural improvements to school buildings nationwide could cost billions of pounds, but lack of funding means that a re-building program could take years. The local education authorities, school governors and the schools themselves must prove they are doing all they can to ensure the health and safety of children in schools and the government has to provide enough capital investment to bring school buildings up to standard.

Article Abstract:
There is a legal requirement to achieve the health, safety and welfare of staff and non-employees in schools, and these apply equally to activities outside schools. Teachers stand 'in locus parentis' when pupils are in their charge in school and when undertaking activities outside of school. The Education Advisory Committee (ESAC) focuses on positive safety culture in schools which should spill over into other activities.
