W H Smith Group Personnel Dir Rodney Buse was appointed head of personnel in Feb 91, although he had never before had an appointment in the personnel area. The majority of personnel functions for the firm's 35,000 employees are devolved to the individual firms themselves, and Buse will oversee the strategic development of the personnel function and manage central resources, including career planning and management development. Buse believes in giving the individual firms wide latitude to run their personnel functions, but he believes that the development of key personnel requires a centralized effort.

The personnel management and unions at GPT Stromberg Carlson (Nottingham, UK) have implemented a personnel management program that eliminates many institutional barriers to productivity. The important elements of the program include an integrated grading structure, personnel development and appraisals, and an integrated skill and performance-based pay system supporting the grading structure. The program replaced traditional job descriptions with 12 job categories. The elements of the pay system include rewards for skills, rewards for use of skills, and a bonus plan based on profits.
