Was Maastricht the end of the chapter?
Article Abstract:
The proposal to widen the scope of action of the European Community (EC) and increase qualified majority voting on social policy, through an extension of the 'Social Chapter' in the Treaty of Rome, was the subject of debate at the EC summit in Maastricht, Netherlands. Objections to the proposal by the UK government resulted in the retention of the original treaty. The other 11 member-states, however, decided to establish a separate protocol that would adopt the proposed Social Chapter extensions. The protocol will facilitate the use of EC institutions and legislative processes through a majority vote for issues concerning health and safety, equal employment opportunities, and worker consultation; and through unanimous vote for issues involving social security, termination of contract, collective bargaining, and the employment of third-country nationals.

A co-ordinated approach to vocational training
Article Abstract:
Educational policy makers within the European Community (EC) and Great Britain believe high-quality occupational training is a high priority area for action. EC members have decided to approach occupational training on the strategic level by initiating training programs supported by monies from the European Social Fund. The primary EC programs fall into categories that include improving the quality of education systems, languages and cultures, and higher education. The specific programs include The Eurydice Program, designed as an information network on education systems in member countries; The Lingua Program, designed to improve the quality and quantity of language training; and The Erasmus Program, designed to increase student mobility in higher education.

Article Abstract:
The UK's Health and Safety Executive is currently finalizing new regulations on occupational health and safety in accordance with EC directives. The draft regulations cover such issues as workplace design, equipment maintenance, manual handling, personnel protective equipment and video display units (VDUs). The VDU rules are intended to lessen the health risks associated with prolonged exposure to display screen equipment. The new regulations are set to be implemented starting Dec 31, 1992. Compliance would mean additional expenses for companies, but the long-term financial benefits of the regulations are promising. Absence rates are expected to decrease while productivity is likely to increase.
