Wessex created a committee in 1988 for establishing a personnel strategy. The objectives included the recruitment and retention of personnel, the motivation of personnel, and the provision of equal employment opportunities. The final strategy involved three steps: reducing the demand for workers by redefining roles and responsibilities, improving the utilization of skills, and establishing more effective recruitment procedures.

Effective career management requires a careful balance between career development based on organizational supervision and career development based solely on personal ambition. An understanding of the influences of corporate culture, organizational structure, and information management is vital to career management. Establishing measures of success is helpful for evaluation purposes. A step-by-step methodology for developing an appropriate framework for career management that allow organizations to determine the extent of their participation in development is illustrated.
