Who should pay for retirement benefits - the aftermath of LTV Steel
Article Abstract:
The case of LTV Steel Corp illustrates the issue of responsibility for paying retirement benefits when an insolvent employer terminates an underfunded pension plan. The regulations passed by Congress and implemented by the Pension Benefit Guaranty Corp (PBGC) and the IRS have been ineffective. The PBGC has the power to restore terminated plans, but legislation should be enacted so that adequate funds for employees' retirement benefits are available.
