Why open learning can be a turn-off
Article Abstract:
The effectiveness of 'open learning' management development programs in the UK is examined. These self-paced courses are seen as a way to develop managers when there is a shortage of trainers, but there is evidence that this method can be wasteful and ineffective without proper management. Research suggests eight factors which affect an employee's commitment to open learning: the learner's reasons for studying, the individual's suitability for self-paced study, the relevance of the course work, the time and space available for the learner to work on the course, the program's structure, or lack thereof, the ability of the learner to get support from others, the degree to which course work applies to the learner's work, and the learner's personal circumstances. Personnel managers should take greater care to ensure the suitability of learners and programs, and should provide more support workers who are in open learning programs.

Behind the 'management charter' debate
Article Abstract:
About 2.75 million people in the UK have managerial responsibilities, but there is inconsistency in existing levels of managerial experience and training. This issue has sparked debate about a chartered institute of management. The Council for Management Education and Development has issued reports that offer an approach to simplifying management development offerings and making them more relevant for all managers. Such an approach would create a flexible qualification which reinforces and is reinforced by work experience; it would build managerial competence by being modular and flexible; by including accredited courses; and by involving employers and institutions in defining their requirements more closely.
