A 'simple command' creates confusion: validity of thousands of redistricting plans in doubt after high court ruling
Article Abstract:
The US Supreme Court's 5-4 opinion in Miller v Johnson that race cannot be the predominant factor in defining a voting district has sown confusion and created a firestorm among opponents. It throws doubt on the validity of thousands of districts nationwide, including those for school boards and similar functions. Supporters say the decision simply reaffirms a 1976 ruling, in Beer v US, saying Sec 5 of the Voting Rights Act merely requires states to prevent reductions in minority voting strength.

New habeas restrictions challenged; first suit to reach High Court gets expedited review
Article Abstract:
The new law reforming habeas corpus was designed to reduce federal court congestion and speed executions, but may at first spawn more litigation instead. The law was a part of the anti-terrorism litigation which Pres Clinton signed on Apr 24, 1996 and cases have already been filed questioning its applicability to pending litigation. Cases are expected challenging its constitutionality. An outline of habeas corpus requirements in the new law is given.

Article Abstract:
The US Supreme Court held in Romer v. Evans that Colorado's constitutional amendment banning statutory protection for gays and lesbian violated the federal constitutional clause on equal protection. The Romer decision was hailed as the Court's most significant ruling on gay rights. Some legal scholars feel the ruling's impact should not be overstated because it is not a ruling giving an affected group new rights.
