A slow move into brave new world: Sen. Pressler's second telecommunications bill rises from ashes of first

Efforts in Congress to rewrite the nation's telecommunications laws are finding resistance in both parties and affected industries, and generating a slew of compromises. Senate Commerce Committee chair Larry Pressler issued a discussion draft in Feb 1995, and nearly continuous rewrites since then have frustrated supporters and critics alike. The Clinton Administration has made its views evident, and hinted broadly at a possible veto. Some critics say the bill would give the Federal Communications Commission too broad a role.

The Telecommunications Act of 1996 promises vast improvements throughout the sector by eliminating regulatory barriers and encouraging competition, but the benefits will take some time to appear. In the short term a fierce scramble among industry members will confuse consumers, while the Federal Communications Commission strives to implement the needed changes quickly. The major change allows the Bell Operating Companies to carry long-distance traffic, once they have given up their monopoly on local telephone calls.

The $3.5 mil which thinks tanks received from tobacco and pharmaceutical industries between 1992 and 1995 make their favoring a decrease in Food and Drug Administration (FDA) authority suspect as these industries would benefit from such a decrease in FDA authority. Think tanks receiving such contributions include the Heritage Foundation, the American Enterprise Institute, the Progress and Freedom Foundation and the Washington Legal Foundation.
