Biggest little court in Texas; plaintiffs flock to Texarkana, with billion-dollar suits
Article Abstract:
Judge David Folsom's national reputation for facility with complex issues, impartiality and efficiency accounts for the many cases which end up in his federal district court, which straddles the border between Arkansas and Texas. Texas' large class action against the tobacco industry seeking reimbursement for the health-related expenses of smoking was heard in Folsom's court. Folsom lives on the Texas side of Texarkana, although he is an Arkansas native who studied with then law professor Bill Clinton.

The reasons for Mississippi's popularity as a venue for tort suits are discussed. The state's law enabling jurisdiction over multinational corporations and its willingness to deliver verdicts with very large compensatory and punitive damage awards are key.
