Cite war remains in limbo for now
Article Abstract:
The war over whether a public-domain citation system should replace the West Publishing Co's copyrighted one remains unresolved. The House Government Reform and Oversight Committee has been considering the proposed Paperwork Reduction Act of 1995 with its West amendment, which would limit federal ability to distribute information compiled or analyzed by private companies. Opponents do not think compilers of information should retain a proprietary interest in an age when computers have made this function so easy. The matter has been passed on to a subcommittee for further study.

West-Thompson deal gains approval; publisher agrees with Justice Dept. to license page-based citations to all
Article Abstract:
The West Publishing Co has for the first time agreed to issue licenses at one price to all desirous of one as part of an agreement with the Department of Justice to allow West's merger with Canada's Thomson Corp to go forth. The agreement was filed in federal court on June 19, 1996 and also requires Thomson to divest 50 of its legal publications valued at more than $275mil and representing approximately $72mil in annual sales. In 1995, West and Thomson already divested more than $1.07bil in legal publications.

Public Integrity Section troubled; yet Justice Dept. unit may be independent counsel successor
Article Abstract:
The general decentralization of law enforcement and the increased use of the Independent Counsel Act have helped diminish the standing of the Justice Department's Public Integrity Section, and both government lawers and those outside the government share this opinion. The 23-year old section cites a lack of personnel in explanation of its failure to file its three most recent congressional reports.
