Cleaning up others' waste can create severe financial and legal problems
Article Abstract:
More environmental cases are reaching the courts dealing with passive landowners resisting paying for pollution cleanup when the pollution occurred long before their ownership of the property. The state, facing concerns of insufficient Superfund money, wants landowners to pay. Banks who foreclose on property resist cleanup liability, saying the money spent would force them to limit other real estate loans. Trustees and prospective real estate buyers can request more information up front, but this fails to answer the question of who should ultimately pay. Using taxpayer funds may prove necessary.

Legal change is creeping slowly in U.K
Article Abstract:
The British legal system retains many features that seem anachronistic to an American, but changes are being considered. For example, the division between barristers and solicitors is being reformed to allow some solicitors to do work traditionally reserved for barristers. The Royal Commission on Criminal Justice is examining issues related to confessions and the admission of illegally obtained evidence. Trials seem more civilized than in the US because conflicts between the parties are resolved in pretrial hearings.

The leadership of the Justice Department ought to be a major issue in this election
Article Abstract:
Those running for national office in 1992 have paid scant attention during their campaigns to giving the electorate a report card on the Justice Department's performance, which has not been good. Matters needing investigation include the Justice Department's role in the Iraqgate scandal, the Bank of Credit and Commerce International scandal, the Inslaw scandal, and the bungling of the investigation of John Demjanjuk.
