The author discusses Stephen P. Mumme's article on water management issues stemming from the 1990's drought in the Mexico-US border region. The author suggests that a binational water working group be established to address the problem of water scarcity and that a geographic information data system for the border region be developed.

Binational water management issues stemming from the 1990's drought in the Mexico-US border region are discussed. Treaties between the two countries with respect to the Rio Grande Basin are outlined and the need to improve drought management along the border is emphasized.
