Interregional transfer of water in northeastern Mexico: the dispute over El Cuchillo
Article Abstract:
The history of the conflict between the states of Nuevo Leon and Tamaulipas over the right to water from the El Cuchillo dam in north-eastern Mexico is discussed. Issues include the increased demands for water brought about by population pressures, the effects on drought on water supply, institutional conflicts, and the need for systematic water management.

The 1994-1995 drought, what did we learn from it? The Mexican perspective
Article Abstract:
The impact of the drought of 1994-1995 on the states of north-central and north-eastern Mexico are examined. Disputes among the states and between farmers and cities over ownership and conservation of water from the Rio Grande/Rio Bravo Basin during the drought period are analyzed.
