Congress' approach to Web nets approval
Article Abstract:
Congress' Internet laws passed in 1998 resisted over-regulating this and making too intrusive this communications medium, and legislation tabled included an anti-spamming, or unsolicited commercial e-mail bill which would have placed great restraints on Internet communications. Legislation passed included the Children's Online Privacy Protection Act, limiting data collection from those under 13 years of age, the Internet Tax and Freedom Act, with a 3-year moratorium on the imposition of state and federal taxes on the Internet, and the Millennium Digital Copyright Act.

The article covers the opportunities created by the Internet for widespread trademark piracy and copyright infringement extending beyond particular jurisdictions, the latter having been made possible by new technologies such as Moving Picture Experts Group Layer 3, and Diamond Multimedia Systems Inc's Rio. Legislation such as the No Electronic Theft Act of 1997 and the Digital Milllennium Copyright Act of 1998 are also covered.

Article Abstract:
The necessity of deducing law on the search and seizure of computers and computer systems from similar Fourth Amendments scenarios is discussed, and the key issues in third-party consent to search and seize computers will probably be the authority of the consenting individual to consent to a search and the scope of that consent.
