Drug war on the cheap: studies tout savings, other benefits for addicts
Article Abstract:
A 1997 Rand study suggests treatment over imprisonment for nonviolent drug offenders and recommends the expansion of specialized drug courts. Treatment appears to reduce drug consumption overall and provides a less expensive alternative to incarceration. Drug courts send offenders through drug rehab programs and have been generally successful in reducing recidivism. No long-term data is evaluate to drug courts, although their initial success has led to increased federal support.

Is capital punishment for killers only: state seeks death penalty against child rapists, raising constitutional questions
Article Abstract:
Child rapists could receive the death penalty under laws enacted in Louisiana and Georgia. Capital punishment for nonhomicides, such as treason, is permitted for various crimes in 13 states. Although there has been little groundswell of support for child rape death penalty laws outside of the South, more states may pass such laws if the US Supreme Court ultimately holds the Louisiana law to be constitutional.

Death for child rapists may not save children
Article Abstract:
The constitutionality of state laws mandating the death penalty for child rapists remains unresolved. The US Supreme Court refused to review Louisiana's statute, but eventually will hear a capital punishment case challenging such laws. Indefinite civil commitment might be a better solution for such crimes, since capital punishment may be an ineffective means of preventing child rape.
