Article Abstract:
The European Commission remains committed to encouraging sustainable urban development, although sustainable development and environmental protection have not been among the priorities of the German presidency which took office in Jan 1999. The Commission aims to share experience and best practice, rather than encouraging specific solutions. Specific developments relating to environmental protection have included the publication at the beginning of Dec 1999 of proposed European Union air quality standards for benzene and carbon monoxide.

Article Abstract:
The European Environment Agency (EEA) has given support to extending environmental taxation which is seen to have implications for the European Commission's review of relationships between the free movement of products and green national taxes. The EEA perceives green taxes as being beneficial in respect of the environment, innovation, competition and employment, though it may be underestimating opposition.

Article Abstract:
The Council has reaffirmed that the developed world should lead in the reduction of greenhouse gas emissions and has stressed the importance of a positive action timetable. However, there is tension between the EU and the US about the developing countries' participation to environmental protection efforts. Discussions have also taken place regarding air quality, waste recycling and noise pollution.
