Article Abstract:
The European Union (EU)'s external agenda has been dominated by trade disputes involving the US. An arrangement has been agreed with President Bill Clinton for problems to be tackled before they turn into serious disputes, and it is too early to assess whether this will be successful. There has been a lack of progress in negotiations with Africa-Caribbean-Pacific countries. There may also be delays in enlarging the EU to include new members from Eastern Europe. The European Commission aims to prepare for a forthcoming World Trade Organization conference.

The European Union's (EU) expectation since the re-election of Bill Clinton is that disputes involving member states' companies trading in Cuba will be settled bilaterally without involving the World Trade Organisation. South Korea and the EU have signed an initial agreement regarding trade and co-operation. Proposed radical changes to EU relations with 70 Caribbean, African and Pacific partners in the Lome convention are mentioned. The EU wants negotiations about labour standards to go ahead within the International Labour Organisation.

Article Abstract:
The European Union's (EU) trade dispute with the US, its largest trading partner, is one of several existing external issues being examined. The two main trade issues concern the EU's restrictions on bananas and its ban on beef hormones. Other external issues include the EU's attempts to maintain its trading links with Hong Kong following the territory's reversion to Chinese rule, and the European Commission's preparations for enlargement.
