Government contractors face additional hurdles; because agencies often call the shots, even old contracts may need to have Y2K provisions
Article Abstract:
Government contractors face unique legal liability in dealing with the Y2K problem given the poor grade according to the House Subcommittee on Government, Management, Information and Technology's year-2000 report card for federal government agencies. An addition to the Federal Acquisition Regulation, the "Year 2000 Compliance," seems to be very broad but fails to address many affected systems and in these cases, the Y2K problems will have to be resolved according to individual contracts. Possible problems, including criminal ones, are detailed.

In 'Pfaff' case court clarifies on-sale bar; high court rules an offer for sale starts one-year clock even if invention exists just on paper
Article Abstract:
The US Supreme Court ruled in Pfaff v. Wells Electronics, Inc. that any subsequent offer of sale with inventions ready for patenting will trigger the one-year grace period commonly known as the on-sale bar. The Supreme Court focused on Pfaff's ability to file a patent application when he offered his invention for sale. The court found the on-sale bar to apply when the invention is the subject of a commercial offer-for-sale and is "ready for patenting" more than one year before filing a patent application.
