How to 'fix' U.S. and world antimonopoly policy: drafting an 'Antitrust Bill of Rights.'
Article Abstract:
Antimonopoly policy is ineffective even in the 60 countries which have antitrust statutes, and an 'Antitrust Bill of Rights' would hopefully provide a basic antimonopoly policy for the world's 200 countries. Posts to Internet discussion groups on the subject are given.

The author argues against the belief that the monopoly power held by the Microsoft Corporation actually benefits consumers. He states that placing US 7th Circuit Court of Appeals Judge Richard Posner in the position of mediator for the Microsoft litigation is improper.
