Article Abstract:
The European Union markets for broadcasting, media and telecommunications have been deregulated by the European Commission, with procurement liberalised and competition opened up. The market for mobile communications has been quickly liberalised, with the EU using its competition policy to prevent anti-competitive behaviour. A regulatory framework is being produced to ensure competition in the telecommunications industries. National energy policies are difficult to integrate, but the Commission seeks to ensure competitiveness, environmental protection and secure energy supplies.

Article Abstract:
A major cornerstone of economic growth within Europe is seen to be the telecommunications industry and the European Commission (EC) has played an instrumental role in opening national markets in this sector. Energy is basically a national responsibility but the possibility of a common market would allow the European Union to be more competitive. Since the provision for a common transport policy was implemented in the 1980s, the EC has pursued deregulation of other forms of transport.

Among the points considered are telecoms liberalisation. cable TV ownership, use of the radio spectrum and EU audiovisual policy. Other infrastructures discussed include the postal service, the energy sector and transport.
