Inmate litigation
Article Abstract:
A raft of prisoners' suits, which had little chance of succeeding, led Congress in 1996 to pass the Prison Litigation Reform Act. The Act has reduced the number of cases filed, but at the same time has reduced prisoners' abilities to remedy violations of their constitutional rights. The problems of the act should not be ignored in future legal reform.
