Article Abstract:
The European Commission is seeking to establish a new action plan on improving the single market, which continues to under-achieve. The plan, known as Simpler Legislation for the Internal Market, will propose new rules where needed, and will focus on ensuring that they are simple to put into practice. The areas to benefit from simplified rules will include the VAT system and financial services. The Commission is also examining issues such as freedom to cross borders, renewable energy, and telecommunications and broadcasting.

The main institutions of the European Community/European Union are the Court of Justice, the Council of Ministers, the Parliament and the Commission. The Council of Ministers is the European Union's legislative centre, while the European Commission has executive responsibilities. The Parliament has limited legislative power, but makes detailed examinations of planned legislation. The Court of Justice acts as the European Union's supreme court.
