Japan's implementation of the WTO agreement on government procurement
Article Abstract:
Japan's implementation of the World Trade Organization's Agreement on Government Procurement (GPA), negotiated during the Uruguay Round of the General Agreement on Tariffs and Trade, promises to improve foreign suppliers' access to national and sub-national procurement. The GPA will promote free and transparent trade in government contracts at the national level and in Japan's 47 prefectures and 12 largest cities. Implementation at the local level promises to eliminate preferential practices such as minimum price systems and local qualifications.

The transnational application of sexual harassment laws: a cultural barrier in Japan
Article Abstract:
Sexual harassment of women in the workplace is a pervasive problem in Japan, despite a number of long-standing laws banning gender discrimination and harassment. Transnational application of sexual harassment laws that do not account for Japan's unique cultural norms and practices are likely to be unacceptable by Japanese corporations. Only domestic efforts that distinguish acceptable corporate behavior from the unacceptable will succeed in 'globalizing' Japanese legislation to meet international norms.

Japan's regulation of large retain stores: political demands versus economic interests
Article Abstract:
The author traces the evolution of the Japanese Ministry of Economy, Trade and Industry's regulation of large store retailing since 1937. METI's response to pressure from the US to liberalize the Large-Scale Retail Stores Law is discussed.
