Targeting gun control again
Article Abstract:
The Clinton administration's latest effort to legislate gun control is discussed. A bill passed by the Senate would require background checks with sales at gun shows offering 50 or more guns. Part of the proposed federal budget for 2001 is a measure providing for additional personnel at the Bureau of Alcohol, Tobacco and Firearms.

The ABA is lobbying Congress to pass laws in 1998 limiting youth access to guns, increasing the legal responsibility of adult gun owners, and preventing illegal gun trafficking. The issues have hit the headlines following several schoolyard shootings, prompting the Clinton administration and members of Congress toward renewed efforts. The ABA is supporting HR 4072 and S2185, which would include making gun owners criminally liable if a child gains access to a loaded gun and requirements for safety features on guns aimed at keeping them away from children.

Guarded prognosis; patients' rights bills hung up in Congress but backers will try again
Article Abstract:
Patients' rights legislation failed to pass in fall 1998, but supporters plan to make a renewed effort in the next congressional session. Concerns about consumer difficulty with their health plans, especially with referrals to specialists under managed care and delays of necessary treatment made patients' rights a major issue. Consumer advocates also point out that the variance in federal and state systems provides uneven protection of their interests.
