UK employers, such as Scottish Amicable, Midland Bank, and the Foreign and Commonwealth Office (FCO), are revamping their merit pay procedures. Statistics indicate that the previously rapid growth of merit pay systems has levelled off. Employers are often faced with employee or union resistance and limited merit award budgets. Scottish Amicable devolved its pay-setting procedures by allowing its unit managers to set merit pay increases. The FCO instituted a revised merit pay system based on equity shares. Midland's revised procedures differentiate merit awards while supporting the overall performance management structure.

Merit pay in education
Article Abstract:
Academic and teachers' unions have vigorously opposed government's efforts to introduce performance-related pay schemes. A merit pay system is being introduced for heads and deputy heads of schools in 1995. The unions fear that merit pay systems will undermine the spirit of cooperation and teamwork essential for effective education. Moreover, the vastly varied resources of the different schools in the United Kingdom will also make it difficult to define acceptable standards for comparison. Employers also have expressed uncertainty about the system as it may overemphasize the connection between pay and performance.

Merit pay and grading at the BBC
Article Abstract:
The BBC's merit pay and job grading system, revised in 1996 in response to increased competition and management-by-objectives goals, features an 11-band salary structure, performance-based pay and raises, and a revamped job review framework. The BBC believes the changes will make managers more accountable, reward consistently high performers, and help recruit and retain talented employees. Poor performers may receive salary reductions. The pay system changes have been labelled as unfair by the broadcasting union.
