Mexican attorneys at an annual conference with their Houston counterparts emphasized the importance of understanding cultural nuances, and the chief differences between their legal system and that of the US. The Houston Bar Assn and the Asociacion Nacional de Seccion Nuevo Leon, based in Monterrey, have a pioneering exchange program building on their two cities' extensive trade, which is core to NAFTA. Litigation threats carry little weight in Mexico, and companies are gaining confidence in foreign legal systems. The devaluation of the peso has led to many problems, but the Mexican legal system favors negotiation rather than litigation.

Settlements seen boosting kids' health program; advocates say they will watch states' provision of Medicaid-funded service
Article Abstract:
Four class-action victories in California, Pennsylvania, Texas, and West Virginia have cheered advocates for children's health by forcing the states to meet federal requirements on health screening for indigent children. Early and Periodic Screening, Diagnosis and Treatment is a component of Medicaid, mandating health assessments or screens, diagnosis of problems, and provision of treatments covered under Medicaid. Delays in getting regulations to the states when the program began in 1967 created early resistance to it, say the advocates.

New tactic attempted by the INS
Article Abstract:
The Immigration and Naturalization Service (INS) has filed the first civil lawsuit against a business for employing illegal aliens. In U.S. v. Y.B. Landscaping, the INS is seeking an injunction and fines against Y.B. Landscaping for repeated violations of immigration law. The company has been previously warned, fined and had vehicles confiscated by the INS.
