Article Abstract:
The US Court of Appeals for the 4th Circuit's reputation is as a conservative court, leading to its role as a frequent testing ground for cases with a conservative judicial philosophy.A soon-to-be-published study on the death penalty will probably cement the court's conservative reputation more firmly. Each of the court's decisions seems to establish its reputation for conservatism even more firmly,and this study shows the 4th Circuit is by far the toughest on death row inmates' appeals of all the circuits handling such work.

Research gets a 'push;' case selection service employs specialized technology to download decisions to users
Article Abstract:
Oliver's Cases (www.oliverscases.com), automatically searches the Internet for the latest appellate rulings in the categories specified by the user. The software then downloads these rulings and "pushes" them to the user's computer. PointCast is a widely used push technology service, allowing users to customize the kind of news and information received. Most electronic database services use "pull" technology, in which users must dial the appropriate Internet site and formulate search terms each time a search is initiated.
