New York's first community court will open this summer to reclaim Broadway
Article Abstract:
The Midtown Community Court will open in New York's Times Square area in the summer of 1993. Specializing in misdemeanor cases, the court will operate on the theory that the community is the real crime victim and will mete out community service sentences to be performed in the Times Square area itself. For the first three years of its existence, the court will be funded by private fees from Times Square's key enterprises such as the New York Times and the Shubert Organization.

This is what can happen when the court closes its constitutional doors
Article Abstract:
The US Supreme Court has gone too far in its freeze of habeas corpus appeals from death row inmates. Coleman v Thompson held that the inmate, Roger Keith Coleman, had no right to federal review of his constitutional claims because his appeal to the Virginia Supreme Court was entered one day late. At the trial court level, he was defended by court-appointed counsel with no experience in criminal law. New evidence showing his innocence has emerged.

Small New England communities are learning big city kind of lessons
Article Abstract:
Residents of Manchester, VT, allege that developer Ben Hauben has turned their community into 'Outlet City.' The town now has three outlet centers, two more pending, and problems such as traffic congestion. Residents fear an economic collapse if the retail industry goes into a slump since their town is so dependent on this one area. Those favoring development and those wanting to curb it are at war.
