Our Eastern European challenge; providing technical assistance to struggling democracies
Article Abstract:
An ABA group traveled to Russia in Dec 1991, to propose a program of legal technical assistance to the Russian republic. The new government needs assistance with business law matters such as creation of a commercial code and property appraisal and taxation systems. Russia also needs law professors familiar with market economies and replacement of obsolete law libraries. America's lawyers and legal system can be an important resource in the development of the new Russian state's legal system.

The politics of crime: or, the crime of politics
Article Abstract:
As Congress and the President consider passing anti-crime legislation in an election year, they must look beyond political considerations and try to address the causes of crime. Poor education, poverty and substance abuse cannot be solved by the criminal justice system. These social problems must be addressed if crime is to be reduced. Congress should establish a National Commission on Crime and Violence to plan a strategy for crime control.
